Rule 17
Service fee can be discounted

(1) In the case of poor people who cannot afford to pay the service fee determined by the local body, a discount of up to fifty percent may be given considering the financial condition of the waste producer.

(2) The local body Every year, the list of disadvantaged groups should be identified and made public. When managing waste through the private sector, community and non-governmental associations, organizations, the underprivileged category must be designated before entering into a contract.

(3) Services determined by the relevant local body for the households involved in reducing waste at the source. Fees may be exempted.

Explanation: For the purposes of this rule, "disadvantaged class" means those who cannot pay the service fee set by the local body in full, in the case of a municipality, the relevant ward office and in the case of other areas, the relevant village.
